Education reform is one of those things that politicians like to talk about to get elected, because some voters whose children are stuck in failing schools care about it, but the politicians know that any actual reforms would be widely unpopular to that majority of voters whose children are in good schools. It would be like the Affordable Care Act all over: helping a minority of people at the cost of angering the majority of people who were fine with the old system, which will lead to a wave of people being elected specifically to repeal the new system.

Most people want what’s best for themselves or their children. Schools in the U.S. are primarily funded and controlled at the local level, and plenty of those schools are doing just fine. Only a small percentage of schools are in dire straits, and those are mostly the schools that have long since been abandoned to their fate by parents who gave up and moved to a better school district, or sent their children to private schools.

The trend is currently the opposite: making it more difficult for schools to expel students. A move away from inclusion/least restrictive environment measures in education. No one wants to be the one to say that certain children are unteachable via traditional methods, and including them in regular classes does nothing but make adults feel better about themselves.

Like many other things, (meaningful environmental reforms, for example), being pro-school-reform is something people preach out loud when asked, but would not like the reality if it ever actually happened. Many people have just adopted a “save yourself” mentality to schools: move to a better school district, pay for private school, home school, or becoming really involved in their child’s school. All of those things require either money or time; the exact two things so many parents whose children go to failing schools are lacking.

My children were raised by babysitters and childcare providers the first 11 years of their lives, of which one full-time job was needed just to pay for their childcare alone. Not a very consistent and secure upbringing for young children, to say the least. Nor was it safe. Some of the providers were decent. Most were not.
